She described being denied immediate hospital access due to visitation restrictions and waiting six hours in the parking lot for updates. Throughout her husband’s hospitalization, family access was tightly limited, with her five elementary-school-aged children permitted only one visit. She stated that palliative care was restricted to two visitors per day and that funeral attendance was limited, with distancing and mask requirements creating what she characterized as a dehumanizing experience. She indicated that media coverage of the incident helped secure somewhat greater flexibility in visitation, but also increased public exposure.
Bélair testified that she received little formal bereavement support and found government guidance on avoiding isolation contradictory during lockdown conditions. She emphasized the psychological and financial strain of becoming a single parent of five children under restrictive social measures. In her recommendations, she called for greater transparency regarding vaccine information, voluntary rather than mandatory public health measures, consideration of both positive and negative policy impacts, and more human-centered decision-making during crisis situations.
