Witness Testimony

Dr. Jay Bhattacharya testified that COVID mortality risk followed a steep age gradient, with elderly individuals facing dramatically higher risk than children and young adults. He co-authored the Great Barrington Declaration advocating “focused protection,” directing resources toward vulnerable populations while allowing lower-risk individuals to maintain normal life. He argued that lockdowns caused substantial harms, including missed cancer screenings, increased drug overdoses, mental health deterioration, educational disruption, and long-term life-year losses for children. He cited comparative all-cause excess mortality data suggesting Canada’s outcomes were worse than Sweden’s, which maintained more voluntary measures and kept primary schools open.
Regarding vaccines, Bhattacharya testified that clinical trials demonstrated short-term reduction in symptomatic infection but were not powered to measure reduction in severe disease or transmission as primary endpoints. He emphasized the distinction between relative and absolute risk reduction and stated that these caveats were not clearly communicated to the public. He argued that recovered immunity following infection provided durable protection against severe disease and that mandates failed to account for this. Because vaccines did not provide sustained transmission blocking, he stated that the core public health justification for mandates was absent. He further argued that coercive policies, passports, and travel restrictions constituted mass violations of informed consent and contributed to social division and declining institutional trust.
Bhattacharya also testified about coordinated censorship efforts in both Canada and the United States. He described media mischaracterization of the Great Barrington Declaration and government communications with social media platforms aimed at suppressing dissenting scientific viewpoints. He is a plaintiff in U.S. federal litigation challenging alleged government involvement in content moderation. He characterized the suppression of debate as a departure from foundational scientific principles, stating that open disagreement and evidence-based evaluation are essential to scientific progress and sound public policy.
