Witness Testimony

Joseph Bourgault, president and CEO of F.P. Bourgault Tillage Tools and co-founder of Canadians for Truth, Freedom and Justice, testified regarding his opposition to COVID-19 public health measures. He described assisting organizers during the Ottawa Freedom Convoy and characterized the protest as peaceful and lawful. Drawing on his background in business leadership and personal health research, he stated that early outpatient treatments such as hydroxychloroquine, ivermectin, quercetin with zinc, and vitamin D were effective and were intentionally suppressed, resulting in preventable deaths. He alleged that governments, regulatory bodies, and media organizations participated in coordinated suppression of therapeutic options.
Bourgault testified that his organization published protocols and reports advocating early treatment and opposing pediatric mRNA vaccination. He cited federal statistics indicating low pediatric mortality from COVID-19 and argued that the risks of vaccination outweighed the benefits for children. He asserted that provincial officials were warned through a formal risk analysis submission. He further alleged that adverse event reporting systems and myocarditis data indicated significant vaccine-related harm, and characterized the rollout as negligent.
In addition, Bourgault described conducting workplace carbon dioxide and oxygen measurements behind various masks, asserting that mask use resulted in elevated carbon dioxide levels and reduced oxygen levels inconsistent with occupational health standards. He stated that his company did not impose vaccine mandates and reported no COVID-related deaths among employees. He concluded by calling for political accountability, institutional reform, and the election of leaders committed to truth, individual liberty, and informed consent principles.
