Witness Testimony

Dr. Barry Breger, a Quebec family physician with more than four decades of clinical experience, testified regarding his observations during the COVID-19 pandemic. He questioned the characterization of SARS-CoV-2 as a novel virus, criticized changes to the definition of a pandemic to include case counts, and expressed concerns about the use of PCR testing at high cycle thresholds. He stated that modeling projections overstated mortality risk and that public messaging amplified fear. He further testified that dissenting scientific voices were censored and that alternative viewpoints were removed from media platforms.
Breger described his opposition to mask mandates, asserting that available evidence did not demonstrate benefit for healthy populations and that some patients required mask exemptions due to adverse reactions. He characterized mRNA vaccines as experimental gene therapy products and argued that emergency use authorization was granted despite the existence of alternative treatments. He cited ivermectin, hydroxychloroquine, vitamin C, and vitamin D supplementation as therapies he believed were effective but restricted or discouraged. He also testified that healthcare workers faced coercion to vaccinate under threat of employment loss and that he temporarily suspended his practice rather than comply with vaccination requirements imposed by professional regulators.
Regarding human rights, Breger emphasized the principle of free and informed consent, stating that informed consent was impossible under conditions of censorship and employment pressure. He referenced the Nuremberg Code and argued that coercion invalidated medical consent. He further stated that adverse event reporting was discouraged, potentially obscuring safety signals. In conclusion, he characterized the pandemic response as revealing systemic corruption, media complicity, and erosion of democratic freedoms, and called for restoration of open information exchange and constitutional protections.
