Witness Testimony

Vincent Gircys testified that he served 32 years with the Ontario Provincial Police, including emergency response and forensic reconstruction roles, and emphasized his oath to uphold the Constitution and Charter of Rights and Freedoms. He stated that during the pandemic he observed what he believed were serious constitutional violations, beginning with enforcement actions such as the large police deployment against Adamson Barbecue in Toronto. He later attended the Freedom Convoy in Ottawa as a volunteer liaison and described the atmosphere as peaceful and positive, contradicting what he characterized as misleading or false mainstream media reporting. He stated that his bank accounts were frozen following his involvement and that he faced charges and fines related to church attendance.
Gircys testified that police services failed to critically assess government directives and instead adopted what he described as a “single perspective” narrative on lockdowns, masking, vaccines, and public health measures. He argued that countervailing scientific information was available but ignored, and that officers did not adequately consider constitutional supremacy under section 52 of the Constitution Act. He further testified that no meaningful police investigations appear to have been initiated into allegations of criminal misconduct related to pandemic policies, despite complaints being filed.
He expressed concern that political influence compromised policing independence, describing a breakdown of the traditional separation between political leadership and civil service enforcement. He alleged that intelligence provided to frontline officers during the final stages of the Ottawa protest may have been inaccurate or misleading, contributing to aggressive police tactics. Gircys concluded by calling for an independent national forensic task force to investigate pandemic decision-making and warned that failure to uphold constitutional principles risks long-term erosion of public trust in policing and governance.
