Lee Harding, a Saskatchewan journalist and policy researcher, testified that he was issued a $2,800 ticket while covering a freedom rally in Regina, despite identifying himself as a journalist. He described what he characterized as inconsistent enforcement of public health gathering limits, contrasting enforcement at freedom rallies with perceived tolerance of Black Lives Matter protests. He also objected to provincial restaurant contact tracing requirements, describing them as excessive and symbolic rather than evidence-based.
Harding testified that during the early vaccine rollout he attempted to publish articles raising concerns about the speed of vaccine development and the use of mRNA technology. He stated that submissions were rejected or discouraged by editorial outlets citing source credibility concerns, brand risk, or inability to vet medical claims. He described having YouTube content removed after reading public accounts of alleged vaccine adverse reactions and reported that articles about pediatric vaccination risks and transplant-related vaccination requirements were rejected or removed after publication.
He further testified that media organizations operate under financial and reputational pressures, including federal subsidy programs such as the $600 million tax relief package and the Local Journalism Initiative. Harding stated that some publications declined government funding to preserve independence, while others rely heavily on government and institutional advertising. He concluded that journalists faced structural incentives that shaped editorial decisions during the pandemic, affecting which viewpoints were amplified or suppressed.
