Witness Testimony

Luc Harvey testified that he assisted a father in a legal case under Quebec’s Youth Protection Act concerning the COVID-19 vaccination of a minor child with disabilities. He explained that, at the appeal stage, he leveraged his national and international network to recruit expert witnesses, including academics from Canadian universities and European clinical researchers, to address questions of vaccine safety, benefit, and alleged methodological bias in authorization studies. He stated that the purpose of introducing these experts was to enhance the evidentiary record and secure a full debate before the courts regarding the appropriateness of vaccinating the child.
Harvey described procedural events in which, after signalling the intention to introduce new expert evidence on appeal, the child was vaccinated during the proceedings. He stated that the opposing public health authority argued the matter had become moot because the child had already received a dose. An application for leave to appeal to the Supreme Court of Canada was subsequently denied. He further testified that the father’s visitation rights were progressively restricted and eventually removed, and that uncertainty remains regarding future vaccination decisions.
In addition to the specific case, Harvey presented supplementary documents, including a ministry letter concerning medical exemptions, a coroner’s report noting an unidentified substance in a deceased individual’s blood, and correspondence from the Supreme Court regarding COVID-related jurisdiction. He also referenced public information suggesting institutional links between senior legal officials and the World Economic Forum. He concluded by expressing concern about access to debate within the judicial system and the broader protection of parental rights and civil liberties during the pandemic period.
