Witness Testimony

Kim Hunter, an early childhood educator with approximately 25 years of experience, testified regarding the effects of mask mandates on children. She stated that her professional background includes over 20 years in classroom teaching and mentoring new educators. She explained that her testimony focused on children’s human rights protections, particularly under the United Nations Convention on the Rights of the Child, and the physical, psychological, and developmental impacts of masking policies in educational environments.
Hunter asserted that mask use in children may cause physiological effects such as difficulty breathing, elevated carbon dioxide levels, headaches, fatigue, and other clinical symptoms. She also raised concerns about the practicality of young children properly managing mask hygiene and argued that long-term masking could negatively affect children’s physical and psychosocial well-being. She described personal experiences of community ostracization after publicly opposing mask mandates and stated that research she reviewed indicated masks were ineffective in preventing viral transmission.
She further emphasized developmental implications, particularly for infants and toddlers, citing the importance of facial expressions, bonding, mirror neurons, and early language acquisition. She argued that reduced exposure to visible facial cues could impair social-emotional development and communication skills. Hunter advocated that mask use for children should be voluntary and expressed the view that children should not be required to wear masks.
