Ted Kuntz testified as president of Vaccine Choice Canada and as a parent of a vaccine-injured child, stating that current vaccine policy controversies are a continuation of practices spanning four decades. He described the organization’s origins in opposition to mandatory vaccination legislation in Ontario in the 1980s and emphasized its focus on informed consent and parental rights. He argued that informed consent has historically been compromised, asserting that vaccines on Canada’s childhood schedule were not tested against neutral placebos and that safety monitoring periods prior to licensure were limited.
Kuntz raised concerns about adverse event reporting systems, the use of surrogate markers such as antibody levels to measure efficacy, and the absence of vaccinated versus unvaccinated comparative studies by government authorities. He cited studies and data charts to suggest higher rates of chronic conditions among vaccinated populations and linked these concerns to what he characterized as inadequate safety testing standards. He also discussed manufacturer liability protections under U.S. and Canadian frameworks, stating that legal immunity reduces incentives for enhanced safety measures.
Additionally, he addressed what he described as systemic coercion and censorship, referencing provincial vaccine legislation, school-based vaccination practices involving minors, and the use of the notwithstanding clause in New Brunswick legislation. He questioned the public perception that all vaccines prevent infection and transmission and argued that certain vaccines are designed primarily to reduce symptom severity. Kuntz concluded that longstanding policy decisions surrounding vaccination, liability, and informed consent have contributed to current public distrust and ongoing controversy.
