Witness Testimony

Wayne Llewellyn, a retired municipal employee residing in Penticton, British Columbia, testified about his response to COVID-19 lockdowns and vaccine policies beginning in March 2020. He described concerns about the evidentiary basis for public health measures and referenced alleged vaccine injuries within his family as motivating factors. He filed complaints against Provincial Health Officer Dr. Bonnie Henry with the College of Physicians and Surgeons, the privacy office, the BC Human Rights Office, and the ombudsman, raising issues related to informed consent, privacy, and alleged overreach under the Public Health Act and the Freedom of Information and Protection of Privacy Act.
Llewellyn detailed attempts to escalate complaints to the Health Professions Review Board and described filing a criminal complaint with the Penticton RCMP, supported by approximately 200 signatories, alleging offences including assault, extortion, intimidation, breach of trust, criminal negligence, and administering a noxious thing. He referenced Pfizer post-marketing data in support of his complaint and stated that both the Penticton RCMP and Victoria police declined to pursue the matter. He also described initiating an “MP accountability project” to encourage federal representation on issues of democratic governance and human rights.
In addition to advocacy efforts, Llewellyn testified that lockdowns and mask policies affected his part-time employment as a winery musician and server, eliminating supplemental income. He stated that most of his complaints were dismissed or remain unresolved and that he has continued pursuing accountability efforts rather than returning to part-time work.
