He stated that he initially viewed COVID-19 genetic vaccines with concern because they encode the SARS-CoV-2 spike protein, which he characterized as biologically active and potentially toxic. He testified that traditional vaccine development timelines were bypassed and that, in his opinion, early pandemic response should have focused on repurposed therapeutics rather than rapid genetic vaccine deployment.
He further testified that the risk–benefit profile for children did not justify vaccination, citing low hospitalization risk in healthy pediatric populations and referencing reported myocarditis rates in young males. Malone raised concerns about manufacturing quality, alleging evidence of plasmid DNA contamination, truncated mRNA transcripts, inadequate purification processes, and unresolved toxicity related to lipid nanoparticle delivery systems. He also questioned biodistribution assumptions and suggested potential endocrine and immune effects based on emerging adverse event reports.
In the latter portion of his testimony, Malone introduced the concept of “fifth-generation warfare,” describing it as information and perception-based psychological operations allegedly deployed by Western governments, including Canada, to influence public acceptance of COVID-19 policies and vaccines. He referenced messaging trials, social media amplification and censorship practices, and military psychological operations units as components of what he characterized as a coordinated information campaign during the pandemic.
