Synopsis

Todd McDougall testified that after 13 years working at a Winnipeg childcare centre, he became increasingly opposed to masking policies implemented in late 2020. He described concerns about the effects of masks and cohort restrictions on children, including what he characterized as regression in an autistic child who he believed was affected by reduced facial visibility. He stated that disagreements with management over enforcement of masking and public health measures, combined with his participation in rallies, led to escalating conflict and ultimately the end of his employment.
McDougall explained that he began attending and later organizing rallies opposing public health orders, initially documenting events through his platform, Winnipeg Alternative Media. He reported receiving approximately 10 or 11 tickets for outdoor gathering violations and a mask-related offence. He was arrested in May 2021 under The Provincial Offences Act for allegedly continuing to participate in prohibited gatherings and was detained for approximately 24 hours on two separate occasions.
He further described a second arrest related to an alleged breach of bail conditions after entering a retail store without a mask while claiming exemption status. He testified that he spent time in custody, including a period in solitary confinement, and characterized the enforcement of public health measures as excessive. Following his departure from childcare, he stated that he transitioned to work at a seed plant and continued involvement in activism and media activities.
