Witness Testimony

Jérémie Miller, an aviation safety officer specializing in risk and emergency management, testified that he received one COVID-19 vaccine dose in mid-2021 despite personal reservations about compulsory vaccination. Approximately 24 hours after the first injection, he experienced chest pain and difficulty breathing lasting two to three hours. When he presented for his second dose, vaccination staff advised him to consult a physician before proceeding. He sought medical advice but stated that he received only a general public health response rather than individualized risk assessment. Citing concerns about myocarditis risk in young men and dissatisfaction with the information provided, he declined the second dose.
Miller testified that he lost his aviation job shortly after the state of emergency and remained unemployed for six months. He reported being ineligible for a vaccine passport due to receiving only one dose and described experiencing social stigma directed at the unvaccinated. He obtained a religious or conscientious exemption within his workplace, noting that this accommodation depended largely on the attitudes of company leadership and was not universally available. He also described restrictions on religious gatherings, including limits on attendance and the imposition of vaccine passport requirements in some churches, which he stated caused division within faith communities.
Drawing on his professional background in risk management, Miller expressed concerns about what he characterized as inadequate assessment of the long-term consequences of public health measures. He argued that parliamentary safeguards and minority protections were sidelined during crisis governance and that governments failed to conduct transparent evaluations of policy impacts. He further criticized political messaging that he perceived as exclusionary toward unvaccinated individuals, stating that such rhetoric contributed to societal division and erosion of trust.
