Synopsis

Rodney James Palmer testified that, based on his 20-year career in Canadian journalism including work at CBC and CTV, he observed what he described as a rapid shift from investigative newsgathering to propaganda shortly after the COVID-19 emergency began. Drawing on his experience covering SARS in China, he argued that early dismissal of the lab-leak theory and framing of dissenting perspectives as misinformation occurred without adequate investigative scrutiny.
He testified that CBC’s participation in initiatives such as the Trusted News Initiative and related “trust” partnerships contributed to coordinated messaging across major media organizations. He alleged that CBC framed vaccine hesitancy negatively, minimized reporting on adverse events, discouraged coverage of ivermectin and other alternative treatments, and relied on government-aligned experts while excluding opposing scientific viewpoints.
Palmer further testified that CBC’s coverage of the Freedom Convoy emphasized extremist imagery in a way that he believes misrepresented the broader protest movement. He concluded that during the emergency period CBC functioned as a public health messenger rather than an independent broadcaster, and in his view failed to return to standard journalistic practices after the emergency ended.
