Witness Testimony

Dr. Greg Passey, a physician with over four decades of medical practice and 22 years in the Canadian Armed Forces, testified regarding his concerns about Canada’s COVID-19 response. Drawing on his training in nuclear, biological, and chemical warfare and his clinical experience in emergency medicine and PTSD treatment, he questioned the scientific basis for mask mandates, lockdowns, and vaccine policies. He presented age-stratified mortality data, arguing that COVID-19 risk was concentrated among older populations and that broad societal restrictions were disproportionate to the risk faced by children and healthy adults.
He testified that treatment options such as ivermectin were suppressed in favour of mass vaccination strategies and stated that pushing toward universal vaccination eliminated the possibility of maintaining a meaningful control group to assess long-term safety outcomes. He expressed concern about adverse event reporting practices, coercive vaccine mandates, and the influence of political considerations over medical decision-making. He also discussed his personal decision to receive the AstraZeneca vaccine for travel purposes while declining mRNA vaccines due to safety concerns, including potential immune and oncological implications.
Dr. Passey further addressed what he described as significant psychological and societal consequences of lockdowns and mandates, including increased anxiety, depression, substance use, and developmental disruption among children. He argued that fear-based messaging and political narratives undermined critical thinking and public trust, and he called for legal accountability, renewed emphasis on informed consent, and restoration of open scientific debate.
