Witness Testimony

Dr. Christian Perronne, a French professor of infectious and tropical diseases and former advisor to French and WHO vaccination bodies, testified regarding his opposition to COVID-19 public health policies and described professional consequences he experienced, including media exclusion and disciplinary proceedings, which were ultimately dismissed. He stated that he publicly criticized early pandemic measures in France, including mask policy shifts, lockdowns, hospital treatment directives, and the restriction of hydroxychloroquine, which he described as an effective early treatment. He characterized PCR mass testing practices as inappropriate for asymptomatic screening and asserted that epidemic waves were amplified through high cycle thresholds.
He further alleged that institutional responses were influenced by pharmaceutical industry funding and private consulting firms, describing what he characterized as systemic corruption affecting public health leadership, media, and international organizations. Drawing on his experience within WHO advisory groups, he expressed concern about pharmaceutical funding influence, the growing role of private foundations in global vaccine policy, and proposed international pandemic treaty mechanisms that could centralize authority. He also described a lack of open scientific debate and media adversarial discourse during the crisis.
Regarding COVID-19 vaccines, Dr. Perronne described them as experimental products deployed without adequate long-term evaluation. He raised concerns about potential genomic integration of mRNA, excess mortality trends following vaccination campaigns, reported adverse event increases, declining birth rates, and cancer progression patterns, which he associated with vaccine rollout. He concluded that early outpatient treatment, physician-led care, and targeted isolation of symptomatic individuals would have been preferable to mass vaccination and lockdown strategies.
