Synopsis

Ksenia Usenko testified that she worked as a rehabilitation nurse for 15 years and began noticing patient trends after vaccine rollout in early 2021. She stated that many patients presented with low platelet counts (thrombocytopenia) and that she observed two unusual spontaneous blood clots in patients without recent surgery, both of whom were recently vaccinated. She also described a fully vaccinated ICU patient who required intensive care despite hospital education materials stating vaccines were 100 percent effective in preventing hospitalization and death.
She testified that the hospital required staff to complete an online vaccine education module that included a slide claiming 100 percent effectiveness against hospitalization and death. At the end of the course, staff were required to sign a declaration of vaccination status. Usenko declined vaccination after observing what she believed were adverse trends and was required to undergo weekly antigen testing beginning in September 2021. She stated she received repeated emails from occupational health requesting her vaccination status.
On November 3, 2021, she was terminated. She testified that her termination letter cited “disobedience” and explicitly referenced professional misconduct. During her termination meeting, she asked whether the hospital had provided education on Adverse Event Following Immunization reporting forms and stated that the panel—consisting of HR, her manager, and a union representative—was unaware of the reporting process. She described feeling dehumanized and stated that the experience affected her career, relationships, and trust in the healthcare system.
