Witness Testimony

Dr. Jeff Wilson, a veterinarian and epidemiologist with doctoral training in pathology and public health and nearly 18 years as a professor at the University of Guelph, testified regarding what he described as the “pillars of outbreak response.” Drawing on his experience managing the Walkerton waterborne outbreak and his training with the Public Health Agency of Canada, he outlined a structured framework that includes transparent leadership teams, proper testing protocols, systematic data collection, risk factor analysis, evidence synthesis, targeted interventions, and multidirectional communication. He stated that outbreak management is a defined discipline with established textbooks and training programs and that leadership must be inclusive of appropriate technical experts rather than politically driven.
Using Walkerton as an example, he described how leadership teams were assembled, exposure data collected, correlations analyzed, and multivariable modelling conducted to identify the water supply as the source. He contrasted this approach with what he characterized as overreliance during COVID-19 on predictive spreadsheet modelling without adequate foundational risk factor data. He emphasized that interventions must be based on verified causal evidence and that communication must be transparent and comprehensive to prevent confusion and misinformation.
Dr. Wilson asserted that during COVID-19 each of the outbreak response pillars was, in his view, inadequately implemented. He argued against one-size-fits-all centralized approaches and advocated for locally informed, stakeholder-integrated leadership models. He described developing a process called Community Network Integration to bring together public health officials, industry, academics, and other stakeholders to collaboratively address complex health challenges, including avian influenza preparedness. He emphasized transparency, conflict-of-interest management, and decentralized coordination as essential components for future pandemic preparedness.
